If you have been working and paying Social Security taxes, but due to illness or accident you become disabled and are no longer able to work, you can receive a cash disability pension. For medical insurance, there is the Medicaid Buy-In Program offered by the New York State government and Medicare, which is provided after two years of receiving a disability pension.
